The Process

2019

A master plan is a document that guides long-term land planning and real estate development decisions for a city or town. In 2019, the city began the year-long process of updating the downtown master plan, Make Ogden. (Before that, the last plan was completed in 2007!)

2020

The winter of 2019-2020 saw another round of engagement for the downtown master plan, with online surveys and a public workshop. The input from the public influenced the final plan, which was approved by City Council in 2020.

2021

The Union Station Area Plan was completed in 2021 as an update to UTA’s previous station area plan for the FrontRunner station and based on Make Ogden. The plan was adopted by UTA’s board, setting the stage for the Ogden/UTA partnership today.

2022

In 2022, the Union Station Campus Development Framework Plan was created using the Union Station Area Plan as a guide. The Framework Plan set the stage for the developer request for proposal (RFP), which is the formal process for seeking a developer or team of developers to lead a project.

2023

The project was awarded to a development team made up of  McWhinney ,  J. Fisher Companies ,  Mortenson , and  Design Workshop .  The team combines national and local experts in real estate development, urban design, and construction.

PHASE 1

Public Engagement

  • Community Conversation #1: June 15, 2023

    Gathered feedback to shape a collective vision for the redevelopment of this key project, integrating its ongoing story into the fabric of Ogden’s thriving identity.

  • Community Conversation #2: September 20, 2023

    Explored possibilities for 'a day in the life' in the Union Station Neighborhood—considering whether it could become a hub for art and culture, a destination for delicious cuisine, or a place where people envision living and working.

Concept Planning

  • Community Conversation #3: November 15, 2023

    Shared ideas showcasing the community’s vision for Union Station and highlighted how each concept aligned with the feedback received.

  • Community Conversation #4: February 29, 2024

    Presented feedback we received from the last gathering. Your ideas have been the heartbeat of this project, and we were eager to show you how your input shaped our progress.
